This is a report from some super huge exposé, and it's quite likely that he's a bit of a cunt. His aides will be with him everywhere, so it wouldn't be too suprising if he ended up in a scenario where his aides found him in just his pants. The Sun is not going to obfuscate the matter by saying pants when they mean trousers. He was just in his undies.

Also, inversely, it's possible to say that The Sun is not going to obfuscate the matter by saying pants when they mean underwear. Until I definitively read otherwise, he was just in his trousers.
