I'm English and I know many people who call use 'pants' as an informal word for trousers. Bearing in mind this is the Sun and not the BBC and that Gordon Brown (regardless of how much of an idiot he is) is more likely to speak to his aides with his just his trousers on than in just his underwear.

Personally I'm the other way around. The difference between the two is whereas David Cameron might turn out to be a shit PM, Gordon Brown has already proved he IS a shit PM.
I would still pick Labour over Lib Dem though, even if it meant putting up with Gordon Brown again. The lesser of two evils, etc...

This is a report from some super huge exposé, and it's quite likely that he's a bit of a cunt. His aides will be with him everywhere, so it wouldn't be too suprising if he ended up in a scenario where his aides found him in just his pants.

I didn't say they were making anything up - I was implying that they are more likely to use informal language than the BBC.
Also, inversely, it's possible to say that The Sun is not going to obfuscate the matter by saying pants when they mean underwear. Until I definitively read otherwise, he was just in his trousers.
