Probably because France was one of the major Allied powers, and without them, the war seemed over. To a lot of people it seemed like the French just abandoned everyone else.

Because of American pop culture: they can only see the history of France's military performance solely on WW2, the only war the Americans proudly speak of (after the Revolutionary War). I mean, do Americans really give a crap about The Hundred Wars War? Prior to this, the "surrender monkeys" were the Italians, and with good reasons.
