At first, it was probably just horrifying for her, but the risk of getting killed and / or mutilated seemed lower if she didn't act, so she didn't act. Once he started getting extremely abusive, getting mutilated didn't seem that much worse / seemed like it was going to happen anyway, so she took her chances with calling someone for help.

He should just be put in a mental institution and studied, not given a life sentence. Life for killing dogs is extreme.
