The VP's highest responsibility is to be ready and fit to take over the presidency, and unfortunately Eagleton's own doctor could not guarantee to McGovern that he would be able to do that. Afaik McGovern did originally say he would stand with Eagleton "1000 percent" despite any political backlash, but changed his mind after consulting with psychiatrists
