Currently trans people aren't exactly accepted in the US, what with various states trying their hardest to ensure that they can't even use the toilet they'd prefer to use (remind me again why it matters which shit-recipticle room someone takes a shit in?). There are documents cases of transgender people being attacked for merely happening to exist in the same space as a bigot, etc.
Having your name change published really sticks a shit huge "HEY I USED TO HAVE A PENIS/ VAGINA" flag on you, perfect for someone who wants to cause harm to a minority!

Like I said earlier, doesnt need to be in the paper but it needs to be public record. Do you think a bigotry is such a rampant issue in the US that bigots still read the paper looking for men who changed their name to be more feminine, in the insane off chance that they run into them?
This is an insanely overblown and petty issue. Do you think trans persons should have extra privacy than non trans individuals?

Debt collectors and the likes should be able to go through government agencies to get information on someone who has changed their name,
"John Smith = Frank Jones" should be kept somewhere by the government, the general public [I]does not need to know this[/I].
Anyone that needs to know the information would be able to get access to it, and the people that don't need to know will not.
Trans or not, you shouldn't have to publish this information because you're not "just going to disappear" after a name change anymore.

Nah, just exempt trans people. It doesn't hurt to have your name in the newspaper where nobody will even bother to look at it anyway. Although, an online system works too

it is public record, but that doesn't mean it needs to be put in a newspaper with your address, basically saying "a trans person lives here, come draw swastikas on my car" to everyone who reads the paper

Yes and a prior name should only be available to people who have a valid reason, not just any Joe Shmoe who decides they want to know.

Do you make that information public to businesses who don't want to employ specific persons or allow certain persons on property?

There's typically a description or photo attached to those because "Jon Doe is banned and can't come on the premises" has no weight unless you card everyone that comes in and check their name.

otherwise, you could just use a simple fake ID (or just be a good liar) and do it again
