The Olympics are funded by tax payers, as are the things leading up to it. Why would this be any different. Assuming the thing to hold the flame was built and ready to go it would be relativity cheap to launch it into space for the Russians. It would probably just be stuck on a cargo transporting vessel that was going to the ISS anyway.
Space Olympics, man would that be sweet.
