It'd just be a case of "That user's doing something funny and we can't figure out what, send over the police." I wouldn't put it past the people who want to pass draconian Internet legislation to want to ban civilian usage of encryption protocols, or allowing police the power to investigate any sort of unusual Internet traffic from a person. Reminds me of that one comic regarding an encryption nerd's fantasy, and the reality; rather than despairing at not being able to crack the powerful encryption, they beat the password out of them. For every high-tech security problem, there's a low-tech solution.

A better source should get around to picking the story up soon if that's the case.
No, it's certainly not impossible, but again I'd wait on the 'UN is trying to take over the world' nonsense until a more credible source (that is, more credible than an opinion piece by an FCC official) makes a report on this.

The United Nations is one of the largest failures in history for the simple fact that they fail at what they set out to accomplish, and they rely on NATO to pick up about all the slack. The United Nations was not founded to keep control of things governments want, it was created because we looked at what Hitler had done and we said "Never again." The organization has become a corrupt hellhole where you could see planes crash into buildings outside of your fucking head office and then file paperwork, discuss it then bring it to a vote to figure out if you should offer help or just sit on your ass. The United Nations has failed so terribly since it's forming it has become a joke among people. Bangladesh, East Timor, Cambodia, Guatemala, Bosnia, Burundi, Rwanda, Sudan, Congo. Holy fuck, for an organization dedicated to the betterment of mankind they must put a larger priority on feeding a few people then upon saving the lives of those being slaughtered like cattle based on some trivial factor about their person. Didn't know owning the internet feel under that mandate. The United Nations is always at work, just never working the job they are actually tasked with, trying to please the big 5 instead. Read Shake Hands With The Devil, the commander of UN mission in Rwanda wrote about how at every request for troops he issued, he was constantly turned down.
