Depends. If you use industry for the production of military equipment, you might as well not bother. Industry should be used to manufacture useful things like televisions, cars, watches, reality tv, food, solar panels, computers, coca cola, marijuana, and easter eggs or iphones.
Industry is useless when its put towards the end of manufacturing firearms, tanks, bombs, and navies.
It would have been better for the USSR to be full of cafes and furniture stores rather than military bases and gulags.

We use gas in our stove, and I prefer it to electricity. It's much more versatile.

True, but the same can be said about USA, actually (well, except gulags lol, but real gulags existed until the middle 60th, as you know). Being a superpower means to have a load of guns.
The problem was, that USSR was like a silly athlete, trying to brag and make as much records as possible instead of working step by step. They made a lot of things horribly wrong, like opposing themselves to the entire world and such, and they made a lot of horrible things to themselves, including Ukraine, but developing it (even in this way) is not among them, imo.
