I solidly believe that they should have an hours exercise, then be locked in their cells. Literally bare necessities. Then give them a stew or gruel with enough nutrition to keep them healthy, but no taste or smell. Hard beds and rough cloth clothes. Bring the punishment back into prisons, so it is less likely that they will go back.
There are a lot of things i don't agree with in this country. Spending 30,000 pounds on bins in London (that's each...just for one bog standard bin) seems a tad wasteful. Passing laws that don't make sense...that seems a waste of everyone's time. As well as making everyone feel like a criminal.

First of all, when you commit mass murder of innocent civilians, there IS no justifiable reason.
