Generally speaking, the state of a nation can be measured. If a nation treats its citizens like shit, it's fair to say you don't want to be in said country - however, generalising our entire species? Yeah, that's stupid. But you can size up the general attitude of a government.

Legally we have tried to make progress, but culturally racism is still deeply ingrained in our society. Without cultural backing, the legal progress is extremely limited.
Like the concept of defined punishments? Whenever you hear things like "faces up to X number of years in prison"? It is a race thing. Judges kept throwing Black people in jail for ridiculous amounts of time and giving White people a slap on the wrist. It is also an example of our culture holding back our justice system, because Black people still regularly get the max, while their white counterparts get the minimum.
Racism is still a huge, HUGE, problem and southerners, being predominately conservative, are the primary perpetrators.
Abolish death penalty.

I heard this story. If I remember right, the only real evidence was eye witnesses, because the DNA progress when the crime took place was shoddy. To be honest I do not think he was an innocent man, for some of the eye witnesses were his class mates. It's kind of hard to fuck up remembering what a class mate looks like.

He was wearing a vest, he got shot through the neck. Not the heart. It probably ricocheted through his heart but the point of entry was through the base of the neck.
