First, he's not doing it at all. It was a rumor started by a magazine.

Second, he's released plenty of music for free. On the run-up to his 2010 album he had "GOOD Fridays" where he released a new track for free every friday for weeks leading up to the release of the album. Hell, his last album deliberately avoided radio singles - he's not some money-grubbing pop star in the slightest.
