People using unmarked cars as a cover to kidnap people isn't such a farfetched idea, As Dai said. Anyone can purchase an old crown vic, hell you can even purchase them marked. I remember a friend buying a marked one for a thousand dollars. And putting lights on them isn't so hard. I know if i'm ever being pulled over by an unmarked car i'm calling 9-1-1 first and confirming it.
