Give them food, but make absolutely sure that every single person knows exactly where their food came from. Put a label on each bag of rice saying "Aid graciously provided by the United States of America", or "Australia", or "the United Kingdom", or whichever countries help.
Solves two problems at once. First, people aren't starving, which is good. Second, it undermines the NK government's reason for existence and isolation - they depend on making the USA (and allies) seem like Hitler in order to maintain power. Make the people there see the rest of the world as humans instead of demons, and the whole system will collapse.

While they could always repack it (the USSR did that with the grain they bought from the US during the Cold War, for propaganda reasons), it would at least be seen by all the people doing the repacking. And if they refuse it, then it's doubly their own damn fault when they all starve.

That, and even a whisper of discontent from them will get them sent to the gulags or simply shot.
I think you underestimate exactly how Orwellian the North Korean regime is.
