Air traffic control generally only operates around larger airports for the purposes of directing take-offs and landing patterns and whatnot. Outside of the area, especially for small aircraft operators, it's up to pilots to communicate with each other in order to get relevant info. Plus, it's pretty easy to miss an aircraft until it's right on top of you unless you're actively scanning for them, because they tend to blend into the background.
