I remember seeing this article discussed before. It's completely bogus and neglects to mention a lot of important information relating to the case as far as what the perpetrator did/didn't do as well as the reasons for the law in place.
I remember when this bullshit law was put into effect.
I still dont understand why it's still in effect other than "not supporting the economy by purchasing water"

Because Big Butte River (lol) is a seasonal river and seasonal rivers are dependent on water streams running into them. Not to mention the aforementioned river is a salmon and trout habitat. Of course, one person diverting the water streams isn't gonna do anything but if everybody was to collect and divert the water from the streams running on their land, then Big Butt and salmons and trouts living in it are going to have a bad time.

This kind of rule makes sense if you look at the big picture.
If you just consider it as a case of this one guy, sure it sounds dumb. But if you let him do it, then you have to let everyone do it.
What if people, or corporations, who owned large amounts of land collected that water? Streams, rivers, reservoirs, water tables- all these things would be affected negatively. It's possible that huge amounts of water will be prevented from naturally replenishing the in ground supply.
So imagine a town of 50,000 homes for example, where ALL 50,000 homes are gathering water. Where all businesses are gathering water. Where anyone with any land has set up water gathering tanks. That is going to have serious environmental effects.
