They are using the U-3 index which just shows unemployed. It is much higher if you start adding in those who are not looking for jobs, (U-4), and those who are working in jobs they are overqualified in or underemployed ie IT major working at mcdonalds (U-5) and then all the people unemployed, underemployed and working part time since they cannot get full time U-6. They should really use U-4 which currently shows us to be at 8.3%. Unemployed are people who do not have a job and who are applying for jobs.
