Those are Japanese.
I think they're just showing a live feed of the Japanese anti-missile launchers. So I guess if NK does launch you will see these candles light up a few minutes later.

Basically, the stream switches between the Japanese ABM Launchers and the DMZ at regular intervals. Sometimes it switches to a shot of the bridge at the China/NK border.
