When this occurs, you have to place it in a hierachy of what is a more important right to decide which one should be subdued. Someone's right to free expression is ALWAYS placed above someone elses right to not be offended. Sometimes it comes to harassment but that is affecting their life instead of a single instance. Sometimes it's threatening in which case it is affecting their right to live a safe life and should be subdued. When it is a case of someone being offended greatly for religious reasons, TOUGH SHIT. It is not an example of it's different in your country, it shouldn't be a law in your country either. It is based from religious tyranny and only serves to keep people in control. It's up to the government to decide which act is more important when something is done for amusement. When it comes to free speech and free expression (masturbation is not expression), neither right can trump it. Turkey has the right idea about Religion, they keep it out of politics (or at least try) Sariah law does not belong in a Democratic state (or any other form of government with multiple religions and cultures) of any-kind, Now if the country has an overwhelming majority of Muslims and it's an Islamic state then Sariah law is perfectly acceptable.
