What's the point? It's not like crack pipes have a disease spreading problem like sharing heroin needles does. Offer clean needles to heroin addicts instead so they wont spread blood-borne diseases. Should we start a program to replace tobacco pipes from vending machines too?

Of course there are those, but I think tobacco pipes are more of a problem when it comes to that due to the fact that a lot more people using tobacco than crack.

I'd rather one of the governments just put together rehabilitation plans. Addicts in Ottawa are on a fucking waiting list for treatment because there just isn't enough help to go around. It's awful.
