If you're poor then not being able to buy hats doesn't affect your gameplay expereince.
Not being able to buy maps effectively lets people with more money than you get a better gaming experience, even though you both paid for the game originally.

You're right, it doesn't have any bearing on gameplay. Regardless, Gabe has talked about how Valve wants to stick with the TF2 shop model where you can earn everything that's for sale. It's an admirable model in principle, and to see Valve shy away from that (once again, not sure if these gestures can be earned) model is a bit disappointing.
I hope we're all wrong and these gestures can actually be earned through normal play. That would settle this entire debate and calm all of the frantic bloggers/reviewers out there.

not really, no. you're not forced to buy any of them. and the cosmetic additions should be free, I can understand why the map packs cost money.
