Marketwatch has walked back some of their claims, now changing it to Caribbean Islands instead of Puerto Rico(partially true, people evac'd from Dominica had to pay). TheHill article headline has been changed to "State not requiring Puerto Rico evacuees to pay transportation costs" And Snopes did a fact check on the claim: Unproven People from Puerto Rico aren't having their passports stripped from them until they pay the nasty racist Trump Administration.
This is why people shouldn't blow their vitriolic load on the first tug the press makes. Not saying it couldn't still be proven true later on, of course.

His administration basically has done nothing but dumb things for dumb reason. So it's natural to assume that a decision he made that shows little to no empathy to others was made for dumb reasons. If he wasn't an utterly worthless president then he'd be given the benefit of the doubt and people would assume he has a good reason or that something got miscommunicated and it's not as bad as it sounds.

Why the sudden moving of the goal post from "blaming trump for business as usual" to "blaming trump for things that might not be true"?
Also how did he fail? I have my own thoughts on that but I'm curious about yours
because if, hypothetically, a government was forcing its citizens to repay emergency evacuation fees then that is indefensible in any context, law or not.
Also how did he fail? I have my own thoughts on that but I'm curious about yours
He was asserting that this was policy before trump entered office, which is a half truth. This policy was written in law but only to be applied on a discretionary basis. He then argues that it would be reasonable for the state department to charge for transport due to other avalible aid in the area. This ignores the responsibility any government agency has to provide aid to citizens during a state of emergency. On top of that, he used the phrase "baseless white supremacy bullshit". Trump is a racist and a xenophobe, or (at least) he is willfully courting white supremacist ideology for political expediency. There are no two ways about it. To argue otherwise is simply delusional. Trump has demonstrated over and over again through rhetoric, policy, and action that his vision for a "great" America is a white one.
Simplest proof (among many) for his racism. It took him a day to condemn literal Nazis in Charlottesville yelling "Jews will not replace us", while also couching it in "yeah but the alt left were also there and THEY didnt have a permit" (they had a permit btw) It took him minutes to say that the white and black athletes kneeling during the anthem were "sons of bitches" who "should be fired"
https://travel.state.gov/content/passports/en/passports/information/evacuated-citizens.html Something that's existed before Trump's admin is somehow Trump's fault now  state dept
This is such a weird train of though you hit upon. It was a bad thing when FDR interned japanese american citizens, it would be a bad thing if Trump decided to intern muslim american citizens. Just because there is precedence for something, doesn't make it good or absolve the person who did it of any guilt.
no vote in congress = no representation if they had two senators and a few voting reps this would be a bit different i get that it will take time to send supplies down there, both the airport and sea ports are a mess right now, but this admin is acting like they're someone else's problem when they're fucking americans, step up and stop doing shit like this.
Whatever happened to no taxation without representation? Not taxes, but eerily close.
