If someone not from a reservation rapes a native american woman on a reservation, even if the rapist's identity is completely known and their guilt is beyond a shadow of a doubt, they can get away with it because the tribal police and state police will just keep bouncing the case back and forth to each other.

Well, this is bad news for Native Americans. Hopefully there'll be more voters for this law than against it. Rape is wrong, any which way you look at it, even if you look at it from the inside, or even along some as-of-yet undiscovered dimensional axis that would drive people mad if they should perceive it. In other words, rape is definitely wrong.
