Actually he did.

Its called the arms race.

He made up phony programs like the StarWars missile defense program and generally built up the military, forcing the soviet union to match the spending, and therefore started its collapse.

He only benefited the economy. You may see an increase in government spending and deficit but the economy was the best since WW2.
