Yeah.
I used to work with Honeywell products all the time, installing security systems and such. Those green blocks should be where you tie in various zones/devices, like motion detectors/door alarms/glassbreak detectors/et cetera.
Edit:
That's what it looks like in the picture, I see the wiring on the top part of the case goes down to them and then they probably had LEDs or such set up to show zones being tripped, the trip just being a switch. It's all really basic.
Nope. Everyone laughed, nothing was done, and the kid became a national sensation for a short while, and was even invited to appear on TV.

They arrested him even after it was definitively proven it was not a bomb, so they didn't handle it like a bomb, but it could've been a bomb even though it wasn't, so they put the possibly-could-be bomb in a room full of faculty and police officers because better safe than sorry, it might've been a bomb!
If it wasn't a bomb then why even arrest and suspend him?

You can't think of a single other potential reason why?

This is fucking heart-breaking.

Doesn't even look like a bomb, there's way too much on that PCB. Why stuff all that bullshit on something whose sole purpose is to blow up? Doesn't even need to heatseek or anything, just be stationary and blow up after a while.

I addressed this in the last line with copious amounts of sarcasm/satire.
I found this blog, it is a pretty decent read and brings up a few points.
Yeah, if there was actual concern that it was a bomb, they would've evacuated the school and blown it up with a robot. However in the press release it explicitly says "Bomb infrastructure" so it sounds like they were more concerned about it being a detonator for a bomb, and not an actual bomb itself. As to why a kid would go around showing people the bomb hes building, I have no idea.
Perhaps it's necessary now to categorize all watches and clocks with alarms as "bomb infrastructure: timed detonators" and cellphones as "remote detonators".

The only way to stop a bad guy with a bomb is a good guy with a bomb, why aren't our teachers armed with explosives?
