I for one disagree. Sex between drunken people happens, even if one of the parties regrets it later, its still not rape or anything close to it. Its just sex you regret later, there is no victim.
Mind you, dragging a girl off to have sex, while she can barely walk or talk is something different entirely.
But as I read it this law is more geared towards the first kind of drunken sex here.

Yes, it's rape. If you are incapable of giving an informed consent, anyone who takes advantage of that is a rapist. It's not fucking difficult to grasp.
