Robotech is a good example of this, with the Zentradi being based off of japanese perception of WW2 space-Americans, the SDF-1 being the Japanese Battleship Yamato, and the humans of earth being Japan.

Yes, shooting ONE off doesn't mean the rest are perfect, but they are maintained and kept ready. Also, much like Russia, our real priority is submarines, because everyone has know where everyone else's surface-based missiles are for decades. Even if NK has the capability to launch a missile at the mainland, there is no guarantee it will work, and I highly doubt they can launch more than one or two missiles at a time, giving the US missile defense system a pretty good chance at downing them. Recall that during the "missile gap" of the 1950s, when Russia claimed to have the ability to wipe out the US without a US response, Russia's actual missile capability was terrible. Their missiles were gigantic (a variant of the Sputnik launcher), required huge launch pads (Russia only had 4), and took a long time to fuel up before launch. Even if the damn things worked (which they totally don't), there is no way NK could send enough missiles our way at once to seriously harm our ability to return fire. Like every other shitty 3rd world country pursuing a nuclear program, they just want to have the threat card so they can sit at the big kid's table at the UN.

I mean that they act like the U.S. is making them go to war while the U.S. only has upped the security a bit because of THEIR constant threats.
