Are you people sure these guys aren't the exact opposite - a team of engineers who have a HAZMAT suit in the backpack and whip them out in case of contamination emergency? It would make far more sense to put the radiation symbol onto it if it was practically a safety measure so you could quickly find it in case of panic.

The fact that people were so ready to call the men pictured "nuclear suicide bombers" is a testament to how far people are willing to distort reality, just to maintain the narrative of the DPRK being a evil warlike nation. Thus limiting it's effectiveness in regards to the mere milliseconds of blast damage. Since the weapon is above ground then it would actually have more blast damage in all directions. In turn the nukes effects (short and long term) would actually spread further from the blast, while if it were to be slightly mitigated into the ground it would retain a "conical" pattern around the point of detonation.

It is simply much more likely for the bags to contain a radiation suit or similar such equipment. While a nuclear bomb in the conventional sense probably won't fit in a backpack, a pack of normal explosives surrounded by radioactive waste or something will. Something like that would essentially shut down a small area for hundreds of years.
