Take the guy who was executed by insurgents with the .50 cal (IIRC) on the back up of pick-up truck. His entire head was exploded by the round, which would've also severed his brain stem in the process and take his life almost instantaneously; not to mention the fact that the brain itself is gone, too.
I would assume that being shot in the head by something bigger than that (20 mm, perhaps) would really take his life instantly, unless they chose to aim at some other part of the body.

Also, I seriously doubt this event really took place. This is the fifth minister of defence that was executed with some stupid method. Previous ones were shot from grenade launcher, burned with flamethrowers... and then suddenly decided not to die, and return to work.

Agreed, there's been plenty of South Korean reports on "north korean barbarity" that have ended up being totally false, like the one where people thought Kim Jong Un fed his dogs some family members.

Even then the image was shot from October. It confirms that they have ranges for AA, but doesn't confirm that they used it to execute anyone for that matter.
