If they did execute this guy they probably used anything between 12.7 to 23/30MM. If he was hit in the upper torso then yes there is a good chance it was instant. Center mass probably would of resulted in him splitting in half in which he would of lived for probably a few more seconds.

I don't see how this or the mortar execution are any worse/different from most other execution methods
But if they use an anti air cannon, wouldn't the minister just have to stay on the ground to prevent getting shot?
