I really don't understand why this is illegal, its like if milk were in low supply in the USA, if it were to be taken in by someone from another country (say Canada) that wouldn't be illegal, wouldn't they want all they can get?

Seriously guys, what is there not to understand? Butter isn't illegal. Smuggling 250kg of pretty much any food is going to get you arrested. If this was 250kg of margarine or meat or vegetables or whatever - it would still be smuggling if they didn't go through customs.

Unlike what a lot of people seem to think, Norway's economy is good because of a regulated market and strict rules like these. The oil's just a bonus.
Though it may seem stupid, in retrospect it makes sense.
You can bring butter into Norway, but only if it's tolled a lot, to the point where it's cheaper to get it in Norway.
This is a preventative measure. Keeping markets in Norway means Norwegians get to keep their jobs, stimulating the economy and keeping the currency stable from inflation.
This seems stupid, but the idea behind it all is good and the law is the law, no exceptions.

I think most people already use margarine on their sandviches, it's just that margarine smells awful and makes the food taste bad once you start using it for cooking. I'd rather use olive oil then.
