I actually did play the original Ricochet. It was kind of boring.
He must be talking about the unannounced CS:GO - Deleted Scenes.

It seems to me like Valve keeps pushing the next Half-Life installment aside to release unneeded sequels like L4D 2, CS: GO, DOTA 2 and so forth. At this point the next HL game can never live up to its hype.

yeah... not really.
The Half-Life series isn't about some kind of enthralling character-centric plot that everyone is eager to finish. It's about fantastic, innovative game design. The games are popular because they're excellent.

Yeah, I know what you mean, TF2 failed spectacularly with that nine year gap between it and the first Team Fortress.

Do you really think that the only reason people care so much about HL3 is just to find out how the story ends? I think most people are far more interested in the rest of the game, seeing how excellent the previous games were.
Man, I can't wait for ricochet 2, the plot of ricochet was so amazing! Gonna be fantastic to see how it ends, I've been hearing rumors about a possible bouncing feature!
We've been waiting so long for a sequel to Ricochet, it probably won't live up to it's hype guys.
A silent update to Ricochet to start a HL3 ARG would be awesome.

True, but unless Valve can actually come up with something new besides a new kind of antlion, a pallet-swapped antlion guard, and strider-killing devices, I don't know how they'll make Ep3 stand out from the rest of the games. Also, Ep3 =/= HL3.

Sadly though, most of what made HL and HL2 special (scripted events, great graphics (still good) and many other things) have all been adopted into other mainstream games. Thus, unless HL3 brings something seriously new to the table, many will see it as just another shooter.

There won't ever be an ep3. They've already said numerous times that the episodic method didn't work and they ditched it after ep2. If there's a new Half Life game, it's going to be HL3.

graphics and scripted events have been a part of mainstream FPSes since the 90s
The Half-Life series is successful because it is a stellar example of game design, not because it is innovative (though, of course, it is.)
Maybe they've been working on a new Source engine and are crafting HL3 to show off its abilities? That's sorta what they did with HL2 and Source.
