If you read through it, a lot of it is in legal jargon like this,

This is a result of the various forms of the bill, which were 1000 pages previously, being debated over, amended, and then politicians, many of whom are in the legal profession, debating over the wording of the bill.
The only thing being "snuck" onto the bill are provisions about the federal student loan program.

Novels leave room for interpenetration because of the writing style, not because of the amount of pages.

Im just tried of hearing everyone talk about the way it should be.
In theory the benefits should out weigh anything else.
I don't mind paying more taxes if that means the bill will cover more people.
As for sneaking in federal student loan provisions thats the usual Washington bullshit you get from every bill.

What I also find funny about modern laws is that the US constitution in its full glory is only a few pages long, while modern laws can sometimes be 100 pages.
