They have longer wait times. A broken arm isn't a life threatening injury so it's not really surprising if he had to wait three weeks.

I live in England. I have a fucked shoulder and went through a period where I dislocated it 4 times in as many months. I have epilepsy and the dislocations were a result of seizures.
In each case I was seen within 45 minutes. Dealt with within 2 hours (With all the nitrous I could huff in the mean time) and had an outpatients appointment within the week.
Seriously, 3 weeks? There would be a fucking outrage. I don't know where all this[B] "YOU WILL WAIT A YEAR TO HAVE STITCHES"[/B] shit comes from.
On your current system I would not be covered because the shoulder would be classed as a result of a currently uninsured presxistring conditions. THe Insurance companies would laugh in m y face.
But that's my fault because obviously it's because God hates me because I probably had an abortion or something. :saddowns:

Canadian hospitals use the Canadian Triage and Acuity Scale to determine when a patient needs to see a doctor. It looks more or less like this:
1. Life threatening injuries
2. Limb threatening injuries
3. Non-life or limb threatening injuries
4. Other

By the way we don't get free dental care and in most provinces you have to pay for your own prescription drugs unless you have... get this: health insurance

Coincidentally, I recently acquired dual Ireland-US citizenship, allowing me to live/work in any of the Schengen countries, with that possibility in mind.
