Non-VAC servers allow it AFAIK.
This method won't work, if you take away some intended features from a game to introduce them in DLC later then you end up with a bad game and not many people buy DLC for bad games unless the game series is hyped.

Oh no, people are stealing Monopoly from store sheves! Maybe what we should do is only put HALF of the board, only TWO game pawns, and only a quarter of the money in the first box, and have another pack that adds the other half. And we can release all the pawns in packs. And the money can be in a seperate pack too! That'll stop them from stealing Monopoly!

We should just ignore piracy, they make shitloads as it is, and nothing can ever be perfected, no matter what you do.
So instead of DRM, They're now going to charge the same amount of money for an unfinished game, and charge more money for the last fourth and more parts of the game.... No that's not any better What ever happened to Make Game, Publish Game, Buy Game, Install Game, Play Game. One Price, One Transaction This is why I like Sins of a Solar Empire and Ironclad games, They give you a game, well worth the money they charge, and in return you get the game well worth the money you paid, Not 10 Hoops to jump through to play it, no accounts to create to log in, Nothing. Expansion packs that are Expansion Packs. Not micro transaction DLC that add jack all. And they don't leave something vital out intentionally so that they can add it into a DLC to increase it's sales (Take the Underdome on Borderlands as a prime example, adding a bank) Why wait so long to include a Bank in a game that has randomly generated loot with Billions of combinations instead of put it in from the start?! Greed.

Sure you can play the game a few hours, but once you start getting into the game it craps up on you. Then you would have to go a buy the game if you get hooked on it. Didn't like the game? Oh well, you wouldn't buy it anyway.

Codemasters has been full of halfwits and money grubbing assholes from the day it formed. This just cements it.
