Both the graphics or engine are obviously not final in that alpha footage and if you really think it is you really don't know how any kind of game development work.

Halo's always been designed to be more fun than anything else, and in a game that's driven by gameplay and tight shooting, graphics really don't mean a lot. Also, ragdoll physics are in Half life, and if it's good enough for Valve, it's good enough for you!
