well, some fish do do that for hunting purposes, they get very close to beaching then get stuck till the next wave gives them the chance to pull back.

The Oarfish is a deep sea fish, generally frequenting depths of around 1000 meters. What little we have been able to deduct from the rare opportunities to study them, their behavioral patterns suggest they don't surface much unless sick/injured or dying. They're just extremely rare in the sense that we don't find them as often as we do other sea creatures due to their habitat.
I hope one day we'll have the population controlled enough to ride these majestic beasts into the ocean blue.
