I'm not American so I don't know how to react. Is it a bad thing that is going on?

There's no problem with them killing one, it's not even a problem, the fucker's are not endangered anymore and honestly it's two damned birds a year. There's a tribe in Alaska that kills 149 or so whales a year and is legally allowed to do so, this isn't even a problem compared to that and it sure has hell isn't a problem at all.

Yes, it starts with 2 eagles, (technically, they get hunting rights to kill 2 of them) but then other tribes want to perform the ritual too, and then they all just want to be able to kill them whenever they want to, and we will allow it, because they will throw in the "you took our hunting grounds" card.
It's their culture and it's really fucking unlikely that all indian tribes will want to sacrifice bald eagles. There are differences between rituals and cultures of different tribes you know. edit: they were there first and if they want to kill a couple of bald eagles, it shouldn't be a problem even though some guys who came in thousands of years later decided that these eagles are special.
I live in northernish Michigan on a small lake, and about 3 miles away from lake michigan (they say in Michigan anywhere in the State you're no more than 10 of so miles away from a body of water) Anyways on the lake I live on we have a pair of bald eagles. I saw an otter fight a bald eagle over a fish and it was funny, but also made me realize how badass those birds really are.

They dont hunt them. This ceremony is the only instance.

They are no longer endangered, however, but the restriction has stayed in place. I don't pretend to know how conservation programs work so I don't know if there is a good reason for this or not, but I do know that even with all of the few remaining tribes hunting these eagles no real damage would be done.
Might as well let them do it, their society is going to die out within the century anyways.
