Google want the entire phone to use a modern file system, having fat32 partitions floating around is crufty as hell.
Not to mention the UX issues with having files and documents strewn across multiple locations, it automatically adds an extra step into any kind of media application.

It's not practically nothing. It's added functionality that is wrong for a Nexus device. If they were to add it, it'd add cost to a product already losing money, it'd require an entire reshaping of the device since there is no room to put those components in.
First and foremost, the Nexus is a developer's device. As mentioned before, External Storage is fucking awful for developers. I can see why they left it out. I can see why people want it back in but why are people complaining about a phone that came out 10 months ago?
Why are people holding it to the standards of the competing flagship devices that are made by entirely different companies with entirely different profit motivations and entirely different price points?
Bottom line: Get whatever device fits you.

thats because the body is made of glass, most other phones use polycarbonate plastic thats made to resist heat, shock, and force.
i recently got the S4 for 200$ and i fucking love the damn thing, everything i want and need from a computer on the go. not to mention the glass on the S4 uses gorilla glass that is very scratch resistant.

Nexus 4 has Gorilla Glass 2. Haven't had a screen protector since I got it shipped 3 days after launch day and there isn't a scratch on it. Just don't drop it because even Gorilla Glass breaks. It's unfortunate it's glass on both sides but it feels really goddamn premium.

Then don't use FAT32? modern SD card standards require ExFAT anyway and the only reason you'd use FAT32 is for compatibility with Windows host computers (and even XP supports ExFAT)
A unioned mount would solve the problems with multiple locations, and adds barely any overhead (I'm running a unioned root partition on my router, and it's much more resource constrained than a phone)
ExFAT requires licensing from Microsoft so I'm guessing Google probably doesn't want to use it on their Nexus devices.

im saying the actual body wasnt made to take in forces from being dropped at all since its mostly glass. the back of it is glass that scatches and breaks easily, the S4 has a carbonlooking back thats made from tough plastic.

then don't buy it, no point in complaining about a phone that doesn't have the specs or functionality that you need when there's alternatives. i enjoy my nexus 4 because if i find myself using the 16gb i can always just clear some shit out that i didn't even need which has only happened once (and I just needed to clear my cache)

While it solves the issue of multiple locations, how does it solve the othe large issue Google want to address. The behaviour of apps expecting data that isn't there any more? An app could save a chunk of data to the internal storage and external storage, when the external is gone what happens to the data on the internal (if it relies on the external)? Does the app break? Throw an error? Request the external media? Or just function normally?
For example, a media app that creates a library file on the internal storage, which lists files on the external media. What it is the behaviour when the external is removed?
It doing any of those would cause unexpected behaviour for the user, damaging the user experience slightly. But yes, the unified mount would probably solve most of the issues.

its due to multiple users being added to android also file pickers are bad
basically fat32 doesn't support proper permissions so if you have two users on a tablet, they can see each others stuff on the sd card

If their Nexus 4's ship anything like the Chromecast then you could probably cancel the order before it ships (it took 2 weeks for my Chromecast to ship then it sat an hour away at a mail processing area over the weekend)
I'd try and get a refund. I bought my Nexus 7 8GB version right before the cheaper 16GB version came out but it was too late to get a refund.

Expandable storage is fucking ridiculous for developers on Android. They don't want that experience on the Nexus and rightly so. This is supposed to be the "flagship device" that other companies should strive to be. Of course they cut a corner or two in order to get that (previously) $299 price point down but they're not making a profit and if they are, they're making a nickel or a dollar.
Should they have released the Nexus with 32GB/64GB options? Definitely but that's not the case. Now if you want to go out and buy a HTC One and get that 64GB of storage or a Galaxy S4 with 32GB of storage and put in a 64GB SD card... Be my guest but you'll be spending hundreds of dollars more OR you'll be tied down to a contract for 2-3 years.
