WLIIA was originally a UK show.
Actually German Homour is quite similar to British Humour. It consists of sarcasm and lots of word-plays, which makes it quite hard to translate. Also, political cabaret is very famous in Germany.

The way he worded it was pretty bad but it is true. British humour is based on those things and a lot of people do not get it. Its not exactly the most universal humour.
But back to the subject of Germans not being funny. They made a mention of this on "Have I got news for you" last week, suggesting that the only German joke is as follows:

Germans unfunny, i can agree.
But Americans funny? Ehh...
Everyone has pretty good Humor.
The US has some good satire (South Park) and some good shows like The Office US (which, I'm sorry, is just better than the Office UK).
The UK has some good dry humor which is often hilarious if you get the joke.
The one country that has pretty shit humor is Australia though. It's all just brash insults and crude jokes. It can get tiring after a while really.
