Not really. Did you ever got to some good German stand-up comedy? It's full of verbal humor. As quote of the OP says, it generally does not translated well into other languages. That's a common problem. E.g. if I watch some good US or UK commedy series translated into German, it's very very bad or you don't get the joke. So I prefer the original voiced. Same counts for our humour (which we don't have according to South Park :P - All hail funny bot)

To be honest there's still various different humour trends in every country. If you take a generic look at various trends you will always see certain distinctive traits in both the target of the humour as well as the style.
For instance it's sometimes hard to find self-targeting US*humour. Most of it is targeted at other groups while a number of nations tend to make a lot more fun of themselves.
Though to the numbers given - when you think of it, then most of those that took the survey would have been americans. Hence the two most common languages being english and spanish which tends to set a trend on who is seen as the most funny.
Jokes are usually hard to directly translate or even completely get with only minute understandings of the language.
And germans are often seen as dry by outsiders, but they actually do have a fairly complex sense of humour.
For instance I*find that americans have a number of great comedians, just that the average street humour is greatly supbar to what I*enjoy.

Hell, both Norway and Denmark has better humor than us IMO.
Swedish people tend to be very easily offended, unless drunk.
I would think that British are the funniest, at very least in Europe. I crack up every time I watch Top Gear.
