The only reason we don't have anti piracy measures in New Zealand is because all the ISPs would just say 'fuck it' and shut down. Nobody is using 25gb in one month for legal downloads.

A friend of mine got a letter from his ISP a while ago, telling him that he'd downloaded something like 40GB in less than a month. They basically asked him nicely to give up downloading so much - I don't think they knew or were bothered that he'd been pirating.
They don't know - they don't track [i]what[/i] you're doing - that's an invasion of privacy, and thus illegal.
But what if I download all my games from steam and d2d?

And even if it did not it doesn't mean they can't do it and get away with it (example = NSA warrentless wiretapping with the cooperation of ISP's including AT&T and Verizon) Large corporations have many expensive lawyers and the backing of the government, they are essentially above the law.
