The only reason this is even a news article is because some journalist saw "water trapped in earth's mantle" and completely misinterpreted it due to a lack of basic geological knowledge.
Although this is surprising, generally there is thought to be not much volatiles in the mantle, and most are confined to the atmosphere and crustal mineral reservoirs.

Not really. The Bulk Silicate Earth (Mantle and crust) make up a hugely larger proportion of the Earth's mass than the world's oceans.
