The only way to solve that scenario would be nothing less than the actual committment of ground forces.

The rebels are the minority here not the loyalists, Think of it in a nubmers way if you cannot comprehend. 90% of lybia support the regeime and don't want us there, 10% of lybia are rebels but do want us there. (no these numbers are not exact, but i can tell you for a fact, a hell of alot more people support gaddafi than those that don't) We cannot get involved in this, it's the harsh truth but we cannot police the world, we have bigger problems to deal with at present as well.

This reminds me of when I watched the vote on the Iraq war in the houses of parliament at like midnight on TV all those years ago. A sense of watching history being made right in front of you (well via TV)
