Depends how long it takes things to get in place it seems. The BBC just quoted a spokesperson for the PM saying that "contingency" plans had been in place for a few weeks. So this means the plans could be there but they just need to get the actual military hardware in place.
The BBC's experts are saying that they find it hard to think it can be done without US support straight away.

BBC now reporting that Cameron has been on the phone with Obama for at least half an hour.

Apparently there will be a cabinet meeting tomorrow, I assume that is when the details will be decided.

The BBC have pointed out an interesting example that was mentioned, apparently if a column of tanks is seen heading towards Benghazi it would be legal for it to be attacked by the UN backed forces.
The bar at the bottom of the screen on AJE suggests that France are saying attacks could start within hours.

Will Gaddafi retaliate across the Mediterranean? He said he would, but then he's Gaddafi. If he did, what countries do you see him attacking? I think it's a possibility he could attack Italy's airbases (if he retaliated).

but seriously, the rebels should be the one to kill gaddafi, not the U.N. forces; just let the U.N. bring the rebels back up on their feet and pave the way to Tripoli for them
