The BBC just quoted a spokesperson for the PM saying that "contingency" plans had been in place for a few weeks. So this means the plans could be there but they just need to get the actual military hardware in place. The BBC's experts are saying that they find it hard to think it can be done without US support straight away.

The BBC have pointed out an interesting example that was mentioned, apparently if a column of tanks is seen heading towards Benghazi it would be legal for it to be attacked by the UN backed forces.
