Either way, I think Gaddafis forces are going to be situated on on side of the city, and tanks and vehicles will always need to go back somewhere to refuel and resupply. There will be weak points. May not be hugely significant, but enough to give the rebels more of an edge.

No matter how many countries abstain, there needs to be 9 out of 15 Yes votes. If 3 countries abstain, then it's 9 out of 12. The prediction seems to be that 5 countries will abstain. That means it needs 9 out of 10 votes to pass this resolution. So if just two countries vote no, the resolution will go down, or if two more countries abstain, the resolution will go down.
