The rebels are the minority here, not the loyalists, if that was no the case the civil war would not be near it's "end", we are not wanted by the population to interviene so we should keep out.
And the No fly zone would be useless, While their tech is modernish their pilots cannot fly for toffey, this fight is being won by numbers on the ground not by planes.
I'd like Gadafi out of power, but we'd be declaring war on Lybia as a whole, not just a regime. We cannot afford to get dragged into another conflict.

But the no-fly zone is not set out to be just a no-fly zone - the West are also set to carry out air strikes against ground forces.

Libya would be easy.
Just hit Tripoli with a Blitzkrieg strategy and then arrest Gaddafi for human rights violations.

Read the OP, the resolution implicitly authorises, and NATO intends to conduct attacks on ground forces used to attack towns and cities.

Our mission as authorised by the resolution would be protect the civilian population. If, in doing this, we were to take actions which had a side effect of helping the rebels, that would be great.

Which drags us into a ground conflict which is what we do not want, the country of Lybia as a whole do not want the west to get envolved, Take the rebels out of the equasion, We are not wanted there.

Yes we'd topple the regime easy, thats a given, but we'd be in a country where the majority of people don't want us, look at Iraq and Afghanistan, they do want us there and look what happens there.
