Oh no money to buy more? Well maybe you can make a quick buck whoring or stealing. Only difference is now its partially legally supplied everyone will go "oh well that's that, they will get better in no time" and addicts will continue to get screwed over. And since the black market trade is reduced prices will skyrocket leading to worse situations for some addicts as they try to scrounge money. All this guys plan does is push drug use from "nasty criminals" into "happy treatment option" Anyone with an understanding of the situation past "OH DA WEED IS FREED" should realise this is sweeping the problem under the rug to artificially improve crime rates and let the NHS deal with the massive number of people in treatment.

They should offer something sort of like signing up to be an organ donor where you can use drugs but can't have welfare or public health insurance. Like it says your "drug status" on your ID. Then they could offer harsher penalties for using or selling illegally, and drug users wouldn't be a drain on health insurance. They can get their own, appropriately more expensive insurance.
