I'm picturing a completely innocent clown now that's just completely creepy by accident.
He just stands around the corner, breathing heavily, and whispering to passerby, "Lock your door real tight tonight!" because he's genuinely concerned for their safety. His ma didn't use her dead bolt and someone took her TV. So he makes it a point to warn people.
