I could completely understand people who lived through the event freaking the fuck out, but I feel like anyone else panicking at this is a bit extreme. In any case the area should've been set up for filming (AKA no one unaware of the filming happening being around) before they went about set dressing.

There could have been concerns that there was some attempted terrorist attack going on by Neo-Nazis, at least that's what it sounds like when 2 random people show up and unfurl a giant swastika. They should've at least cleared out the area or let people know, sounds like a cheap way to garner attention from a movie to do it shockingly like this.
