As long as they abide by this, which Microsoft kind of have to to avoid being called a monopoly then yes they would let it happen.
Mostly because Microsoft have no say as they pretty much gave the standard to ECMA.
I hate the ones with the accept/decline method where it tries to decieve you into downloading the toolbar by making you think the decline button cancels the update/download

I got this shit a few weeks ago. It wasn't called the Ask toolbar though, but the "mysearchresults" thing in the OP tipped me off - that's what it was. I thought it was some shitty thing that Firefox added in a secret update, but then I found out it left a "Generic Plugin" in the plugins list and "Unnamed Software" in the add/remove programs list. What a crock of shit. Basically a Google ripoff search engine, exact same page layout (except the results, where 50% of the page was badly-formatted advertisements and sponsored links).
Unless I was drunk when I updated Java, I don't remember clicking through any confirmation. I [i]always[/i] uncheck that shit. What a bunch of sleazy cocks.
EU should kick in and make it mandatory for shit like this to be opt-in.
The only thing that seriously concerns me here is the installation delay for Ask because it shows that they're willing to be intentionally deceptive. Bugging you to install extra software is lame but not out of the ordinary.
Perhaps [URL="http://openjdk.java.net/"]OpenJDK[/URL] is worth a look at? Its even being ported to Windows and I have ran many Java apps with it and they have worked just as they would have with Oracles Java.
I just completely uninstalled Java.
This is why I always select "Advanced" install instead of express. It's shit like this, software companies.

It's horribly inefficient compared to native code.

Trust me, Oracle are substantially worse than Sun was.
Remember the Oracle VS Google lawsuit regarding Java?
Atleast Sun also allowed to community to pitch in on their OpenSolaris OS.

While I find the inclusion of toolbars annoying and unprofessional no one is forcing you to install it. Unless of course you just press next without reading what the window says.

This. Your average person doesn't even need Java on their PC, they just have it installed because it was either pre installed or a web browser begged for it. I don't play Minecraft so I literally don't have a single use for Java on my PC at all, haven't had one installed on [I]any[/I] the PC's in my house for like 3 years now.

I remember having to remove some garbage toolbar add-on that snuck its way onto my mom's system, it was a 4-step process uninstalling it through the installer, ending with a question box that said "Please take a moment to explain why you are removing our product".

As annoying as the practise is, it's fairly common and has been for a while. I've had a bunch of stuff try to install Chrome on my system, which is somehow more annoying than just a toolbar or plugin to me.
I only have Java because i occasionally play minecraft or decompile a map using BSPSRC, either i'd uninstall it :/ I also always choose advanced instead of express whenever an installer asks me, just because of shit like this :tinfoil:
